Unreal Tournament GOTY Server Issues. NEED HELP!! Thread

Ive loaded the patch 469c.zip, and bonus pack 4, unreal HD and UT99 HD4k, and even the 469c.exe and none of these seems to get the server to work. wtf? i have win 10 and standard defender firewall. Whats the issue? Im connected via tethering on my mobile phone and internet works for everything else on my computer. Is there a trick to this or a different patch? Id like to play some online DM but i cant. Appreciate any tips or solutions.
